FUNIT tests don't work on CESM/CAM checkouts
Brief summary of bug
The pfunit, unit test framework, currently doesn't work in CESM or CAM checkouts.
I had noticed this a while back and @billsacks noticed it recently as well.

Configurations affected: Just FUNIT sys test and running by hand in he src directory

Minimally we should update the readme and mark this as a known limitation.
The one caveat to that is that it would be useful to have CESM run the FUNIT test so that incompatibles with sub.odules could be detected sooner
I'd like to have this working so that it's in CESM prealpha testing as a regular thing in case submodules break the workflow for us.
