Connect ndep for FATES for modes where Nitrogen is available as a nutrient

Right now ndep is NOT applied to FATES. This should be changed when Nitrogen is available as a nutrient with the appropriate settings. Getting this working will require changes both to build-namelist as well as internal to the code so that ndep is read in.

@slevis-lmwg I can't find another FATES-nutrient related issue and clarified this is NOT required for the CLM6 release.
