Add checkFlag option to ESMF_RegridStore in mksurfdata_esmf

This is recommended by Bob Ohmke in a different issue so that when a grid map is created we see what gridcells cause a fraction of the map to be greater than one because of an overlap with another gridcell. If this creates a lot more default output, we possibly should add this as an option to the namelist.

We should also add this to the current mkmapdata.sh script, but my inclination is not to do that since mkmapdata.sh is going away. But, I think we should discuss that.

@slevisconsulting has implemented this and shown that there are some issues when this is turned on for some resolutions. So we aren't sure that this should be on all of the time. Perhaps it should be a namelist option?

We are closing as a wontfix, because of the issues we found with it. It didn't seem to add enough value and there were problems with it. Since, we have all the grids being created now, we figure this isn't a high enough priority to keep open. It could be good as a low priority to figure this out, but we'll just close for now.
