Pass temperatures to FATES for hardening frost mortality

Description of changes

Calculation of minimum daily temperature, mean daily temperature, minimum yearly temperature, 5 year running mean of the minimum yearly temperature.

Also change of the supercooling of soil in cases where its temperature is below -10degC. This results in a larger variability of the water potential between years in the arctic region. Otherwise water potential reaches minimum each year during winter.

This PR is combined with the PR NGEET/fates#836 in Fates.
