Read in model_version from drv_in namelist and pass it to subcomponents with a NUOPC_CompAttributeSet call

CIME sets the XML variable MODEL_VERSION. And model_version is part of the buildnml for the nuopc.runconfig configure file. But, it looks like the driver doesn't read it in and set it as an attribute that can be sent to components.
