Change Clm tests in testlist to Clm60

Change any of the CLM tests in the testlist to use Clm60. Since, Clm51 is now deprecated with ctsm5.2.0

@ekluzek two questions:

  1. I tried pushing the above changes to https://github.com/slevis-lmwg/CMEPS.git in order to open a PR and got repository not found. Should I let you make the changes here, and focus myself separately on https://github.com/ESCOMP/CTSM/issues/2379?
  2. The wording above implies changing the Clm50 and Clm51 tests to Clm60, so I wanted to confirm. I know that I'm only doing Clm51 to 60 in https://github.com/ESCOMP/CTSM/issues/2379.

I met with @slevis-lmwg and we figured I'll take it on and we'll make this CTSM responsibility since it's changing the compsets for what CLM needs.
