In the past we didn't make a distinction between drivers and couplers in the cime ccs, however the new cmeps coupler may be used by more than one driver and we need to make a distinction. Proposal to add a COMP_ROOT_DIR_DRIVER to config_files.xml and make other changes required to allow this. This issue was moved from https://github.com/ESMCI/cime/issues/3712
