restart at end of run

Unless RESTART_OPTION is never a restart file should always be written at the end of the run. Currently this is not the case.

@jedwards4b I was just reviewing issues and came across this. This ties in with what you raised in the CSEG meeting this week... but maybe would also require the rework of all component caps like you mentioned?
