Add default layouts for new SE/FV3 grids

We don't have default PE layouts for fully coupled for any of the new SE/FV3 grids. The "pg" grids should match the relevant "ne30 " and "ne120" grids. But, there are no matches for the new: C96, C192, and C384, FV 3 grids nore new SE ne0np4.CONUS, ne0np4.ARCTICGRIS.ne30x8, and ne0np4.ARCTIC.ne30x4 grids. And the default would not be sufficient for these. The default might be ok for C24, and C48 though.

It was decided this wouldn't be done for the CESM2.2.0 release. We only need functional layouts for I and F compsets for the new grids. So if someone sets up one of the new grids they won't get a reasonable PE layout -- they'll have to modify it by hand.
