New interpolated REFCASES needed
Summary of Issue:
For cesm2.1.1-rc.02 which updates clm fsurdat files the REFCASES for B compsets need to be updated.

Expect cases to run out of the box, however, they fail in trying to initialize CLM

Most of this was solved. I'm closing now because we don't have the time to look into this for cesm2.1.
