Install SE dual-polar VR grid

What is the feature/what would you like to discuss?

Install the 0.25deg dual polar grid. We are officially referring to it as the 'POLARCAP' grid.

This will require two additional PR's to ccs_config https://github.com/ESMCI/ccs_config_cesm/issues/152 and CTSM https://github.com/ESCOMP/CTSM/issues/2386.

Labeling this CoupledEval3 (i.e., CESM3).
