COSP prevents running "FMT" compsets

What happened?

We have reports that running development versions of CAM with L93 ("FMT" compsets) fail if COSP is turned on.

What are the steps to reproduce the bug?

Run FMT* compset with "-cosp" in CAM_CONFIG_OPTS.

What CAM tag were you using?

recent development tags

What machine were you running CAM on?

CISL machine (e.g. cheyenne)

What compiler were you using?

Intel

This was initially reported by @cecilehannay . I haven't been able to diagnose the issue (got distracted with #944).
