Issue Description

Suggested changes to NEU wet deposition scheme (mo_neu_wetdep.F90) from @cbardeen

1. Modified wetdep code to improve comments, create a more logical order to calculations in DISGAS and WASHGAS, and use standard CESM constants for molecular weights and the standard atmosphere.
2. Removed disabling of wetdep in the high latitude UTLS.
3. Added optional aqueous chemistry for increased NO and NO2 removal in high NOx environments.

Hello, I would like to know why the sulfur wet deposition is negative while the nitrogen wet deposition is positive when using the NEU scheme for simulation.
