New field added to topo file for ridge scheme

What is the feature/what would you like to discuss?

New field 'ISOWGT' added to topofile for ridge scheme.

Current work around: set ISOWGT and ISOVAR (a related field that was there) arrays to zero if they are not on the topo file.

ne30pg3 topofile has been regenerated with the NCAR topo software: https://github.com/NCAR/Topo

Would be good to update other topo files for our most used configurations:

• ne16pg3
• MPAS 1 degree
• ne120pg3

and perhaps others (please comment below).
