Create CAM7 User's Guide

Issue Description

We will need to create a CAM7 User's Guide. This will occur in the https://ncar.github.io/CAM/doc/build/html/index.html# repo, but this issue is being opened in ESCOMP/CAM to aid in tracking.

The current plans are to:

• rename the CAM6.4 User's Guide (which has a bug fix from the CAM6.3 guide) and rename it CAM7.0.
• Update sections as necessary
• Add new sections

There is an informal list of items which need to be added to documentation at the bottom of the agenda page for each AMP SW meeting. These are found in the Google Drive folder: https://drive.google.com/drive/folders/1eT-ll6vL0Ak015p9aChtzySCtEHPVF8g. The latest meeting will have the current list.
