Issue Description

Refactor CAM4 components:

  • rk_stratiform_tend
  • cldwat.F90
  • cloud_fraction.F90 (subroutine cldfrc; cldfrc_fice was already CCPPized in ZM)

to CCPP schemes and move to the atmospheric_physics repository.
