Undesirable Convection Noisiness from ZM

What happened?

ZM Convection exhibits occasional timestep convective noiseness in SCAM experiments. It is seen in convective precipitation and othe related variables (e.g., CAPE, buoyancy).

What are the steps to reproduce the bug?

Running most SCAM IOP cases with cam7 physics which includes zm_parcel_pbl=.true. (in cam6 physics zm_parcel_pbl=.false.).

What CAM tag were you using?

cam6_4_032

What machine were you running CAM on?

CISL machine (e.g. cheyenne), CGD machine (e.g. izumi)

What compiler were you using?

Intel

Given this observed behavior I think it would be more reasonable to call it a feature as it is a behavior rather than a failure. @swrneale is investigating remedies to this. It is likely a priority for CESM3
