Issue Description

cam6_3_160 was made quickly to fix the CESM regression test (which will bring in ccs_config0.0.99). We did not want to delay a day for the entire regression test suite to be tested with the updated ccs_config external.

This external should be brought in with the next tag:

• Kate had tested cam6_3_159 with it. The only failure was the SCT which cam6_3_160 changes fixed.
• This external is important for GPU regression testing on derecho
