HiGHS MAINT: `pybind11` and the modeling API

Adds back the modeling API for the documentation examples.

This is actually ready for review but I wouldn't want it merged before https://github.com/scipy/scipy/pull/19255 which depends on https://github.com/ERGO-Code/HiGHS/pull/1603 since it will require (slight) changes to the SciPy interface..
