Protocol Complete Flag in triggers

In order to aid processing of long recordings, and limit the data loss if a trigger was missed for some reason, once the protocol is complete there should be a different code in the triggers. This is a duplicate of EIT-team/Load_data#4, but regarding the hardware implementation
