Add post-install check for open-relay in running-config

It might be a good idea to write a short script that runs a few local SMTP connect-checks if the configuration permits, in any way, open-relaying. Which will cause mail servers to be blacklisted within hours and for long periods of time in certain cases.

I need to write such a script anyway, will contribute and integrate once I have something ready.
