Rake file version error

Greetings. I am a novice working to create a new PoC instance. I am getting rake version errors when I run the docker-compose command on a virgin AWS Linux instance.
Gem::LoadError: You have already activated rake 12.0.0, but your Gemfile requires rake 10.4.2.

I tried several things under the guidance of a developer but cannot figure out where the v12 is being instantiated. Do the Docker file or the installation instructions need an update?
