This data is now quite out of date, doesn't reflect redistricting in 2016, and won't be further updated by Sunlight foundation. I recommend switching to the open data I've compiled from census info and released at https://github.com/spacedogXYZ/us_zipcodes_congress. Minor changes to the parsing code in https://github.com/spacedogXYZ/call-power/commit/eb885d00dcae81bbceec14dcf357db207c5c17bb
