Add partners to action pages, rather than specific tools w/in the action

This is done for

[x] Congress forms
[x] Email actions
[x] Call actions
[x] Petition actions
[ ] Tweet actions

Tweet actions work a little differently from the others because you don't submit the form in the course of taking action, so the form submits to the subscriptions controller rather than the tools controller. It seems unlikely that EFF would have a partner signup on a tweet action, but it would be nice to resolve this for completeness if it can be done cleanly.
