Allow setting a static IP address

Right now the router requires that users have DHCP from their ISPs, which not all home or office network configurations do.

+1 on this. Static IP addresses are free to residential Sonic.net customers.

One can ssh to router to set static IP. Will add some commented out lines to rc.local and instructions in FAQ/github to make this easier for people. There will be no Web UI to do this. If someone wants to argue that Web-UI is important please add arguments to this thread.
