Update to virt_jena3 and jena 3.10.0

This matches develop/7 branch of https://github.com/virtuoso-opensource. It is based on release-1.4 branch, and so this pull request also pulls in those changes to master.

Added some security fixes recommended by the owasp dependency-check plugin. Some of these only came in because I updated the version of the plugin itself.
