Toglobus function no longer works

When curators move sumstats to Globus, we can work on them from codon and then move to curation uploads folder with 'toglobus', but recently (approx. the last month) I have been unable to move them this way because I get eg.

`formatted_SLEandCOVID19_cross-trait_meta.tsv' at 262144 (0%) 445.1K/s eta:45s [Delaying before reconnect: 15]'

...where it disconnects, counts down, reconnects and disconnects in a loop without increasing from 0%.

I tried to get around this by scp-ing files directly to the empty folder which toglobus creates, but then run into permission issues when transferring to the submission endpoint, which is presumably related.
