Investigate triggering import when only trait assignment is edited

Currently, editing and re-uploading a submission template in depo-curation signals that a change has occurred, and allows the curator to enable import of the edited submission into the old curation interface.

However, sometimes a curator does not need to change any of the data in the submission template, but only needs to change the traits/EFOs/sample descriptions that are assigned to the studies in that submission, which is done separately in depo-curation. But this does not signal to the import process that something has been changed. In order to allow a new import, the curator needs to first upload the template again to enable import, and then assign the new traits etc.

Can we find a way to bypass these redundant actions?
