Change behaviour of deposition app w.r.t. publications with sumstats for some but not all studies

As a user, I want to be able to add sumstats to a publication that already has sumstats for some but not all of the studies, without having to contact the GWAS Catalog to manually reopen the publication for submission. [Note, we don’t want to allow users to add new studies, only new sumstats. This is to prevent them randomly adding data to old papers instead of creating a new submission].

Notes: Currently, when users submit sumstats for certain studies of a publication, but not all, the submission status of the publication is CLOSED. This means if users want to submit additional sumstats, the publication needs reopening (but it gets closed every time the sync runs), and curators need to handle the additional files themselves. A better behaviour would be for the submission to be open unless all studies have sumstats. Users would be able to download the template including all studies, and add additional sumstats to the relevant studies. We need some safeguards to prevent submission files to existing sumstats studies, which could cause issues downstream. Options could be (1) prevent editing of rows with existing sumstats, or (2) the download template only includes rows without sumstats. Other suggestions welcome.
