CSV download option is missing from data tables on Publication pages

Users should be able to download a CSV copy of whatever is displayed in the Studies and Associations tables. This should be possible on all search UI pages (Trait, Publication etc.)

Bug: the button for downloading the CSV is missing from these tables on Publication pages only, e.g. https://www.ebi.ac.uk/gwas/publications/30487263: Screenshot 2021-09-15 at 15 44 44

Note the button is (correctly) present on other pages, i.e. Trait (e.g. https://www.ebi.ac.uk/gwas/studies/GCST007291), Study (e.g. https://www.ebi.ac.uk/gwas/studies/GCST007292), Gene (e.g. https://www.ebi.ac.uk/gwas/genes/DLEU7), Variant (e.g. https://www.ebi.ac.uk/gwas/variants/rs1360935) and Region (e.g. https://www.ebi.ac.uk/gwas/regions/13q14.3) Screenshot 2021-09-15 at 15 45 57
