Add QC to whole Catalog download file generation

Occasionally the whole Catalog download file generation fails silently during data release such that a truncated file is produced. We should QC the file generation by comparing the number of rows in the file to the relevant number of objects in the database snapshot (studies, associations etc). The output could be added to the Data Release QC report email.
