UI feature for curators to update obsoleted EFOs

A a curator, I occasionally need to replace an EFO term in the database, where it has been obsoleted in EFO without replacement.

The feature could display all EFO terms where the obsolete_EFO script gave an error, with an option for the curator to manually assign a replacement.
