Re-harmonise GCST009324

The sumstats for GCST009324 need to be re-harmonised due to a formatting error in the original GCST009324.tsv file.

I have replaced the GCST009324.tsv file to GCST009324.tsv.gz on both staging and public, and deleted the original harmonised folder. Please re-add to the harmoniation queue.
