Duplicated study tag not showing error for a user submission (6687f8eff2bba90001a93384)

A user was able to create a submission with a duplicated study tag, and the metadata passed the validation, 0 studies, 0 samples and no GCSTs (https://www.ebi.ac.uk/gwas/deposition/submission/6687f8eff2bba90001a93384).

Tested this with 2 different template:

1. for this submission (https://wwwdev.ebi.ac.uk/gwas/deposition/submission/668bb5729a68730001106e48), study tags were duplicated and it shows template invalid with error 'Studies: Study tags should be unique. Found duplicated study tags: 'eur;afr;trans'.'
2. In this submission (https://wwwdev.ebi.ac.uk/gwas/deposition/submission/668baf899a68730001106d8f), the user template (with sumstats removed) was used, and the metadata passed validation with 0 studies, 0 samples, and no GCSTs.
