Notes/Comments tab - feedback from testing

Notes tab should be called “Comments” (as previously discussed to avoid confusion with curation notes) Some text should be included on the Notes/Comments tab saying “This page is for general publication comments only, curation notes should be added in the submission template.”

@sprintell requested the name change should be reflected at all levels down to database
