New 'Time to surgery' term request for Open Targets

Crohn's disease is a trait of interest for the Open Targets Pharma Partners, who would like to get structured annotation for gwas traits like Crohn's disease (time to surgery). One example here: GCST002018.

We therefore propose creation of a time to surgery EFO trait, that can be used in combination with EFO_0000384.
