def: This data use requirement indicates that a fee is required to be paid before access to data is granted.

Ex: In cases where a fee must be paid by the researcher to the data controller or owner before access to the data is approved/granted. One use case is access to data from the UK Biobank (via the EGA). After an application for data access is approved, researchers must sign an MTA and pay access fees before release of data to the approved researcher.
