DPxx compset modifications + add RCE case + more expansive testing

This PR creates a DPxx General compset with the intention that this compset will be used to interface with the DPxx scripts for most cases. This compset is tested on three cases that exercise all IOP routines (ARM97, COMBLE, and DYCOMSrf01).

Additionally, this PR adds a compset and test for Radiative Convective Equilibrium (RCE; based on RCEMIP1 specifications with uniform SST) case in DPxx mode.
