Clean up cmake logic regarding pack sizes

I noticed that there are a lot of pack sizes configurable options, though most are completely unused. It may be worth it to clean up a bit, for clarity/maintainability. In particular

  • SCREAM_POSSIBLY_NO_PACK_SIZE: never used
  • SCREAM_POSSIBLY_NO_PACK: never used
  • SCREAM_SMALL_PACK_SIZE: no mach file sets it to anything specific, so it always defaults to SCREAM_PACK_SIZE
