v3 bug in regionalStatistics archive file for MPAS-SeaIce

In MPAS-SeaIce, the regionalStatistics archive has a restart bug. The variable daysSinceStartOfSim is zero for the timestep at initialization of the restart, but then is set to the correct value thereafter.

As an example, for E3SM v3.LR, v3.LR.historical_0051.mpassi.hist.am.regionalStatistics.1875.01.nc has a daysSinceStartOfSim zero value for 1976-01-01 00:00:00, but at 1976-01-02 00:00:00 has the correct value of 9126 for the simulation that started on 1850-01-01 00:00:00. The character variable xtime in the 3.LR.historical_0051.mpassi.hist.am.regionalStatistics.1875.01.nc is set correctly at 1976-01-01 00:00:00.

For the v3.LR.historical_0051, this problem exists for January 1, 1875, 1888, 1901, 1914, 1944, 1950, 1955, 1970, 1980, 2010, 2015, 2020, 2025, and 2050, each corresponding to the time of restart as logged.

Because xtime is correct, there is an immediate work around, but the problem needs to be fixed for v4.
