the updated mksurfdata.pl tool requres map_0.01x0.01 while mkmapdata.sh haven't added it

@qinyia reported this issue when try "generate new atm/land grid" workflow. The error of mksurfdata.pl is: ERROR: mapping file for this resolution does NOT exist (... map_0.01x0.01 ...).

Seems that a new hgrid (0.01x0.01) was added in #6468 and was merged into E3SM in this commit (https://github.com/E3SM-Project/E3SM/commit/601da6459424d1d967ac20efb335a2bb3c26875a#diff-db5ca702d7cd206f2a88dcb9ce27b372fd43cadc387037bdb610e60ca60226ae). However, mkmapdata.sh did not add this grid.

Should mkmapdata.sh be updated to include the 0.01x0.01 grid as well? If this new hgrid is required, will it affect the speed of mkmapdata.sh much?
