Stuck Downloading Metadata until Rebuild

I've been having this issue for months now. After a day or so it will no longer download and will be stuck on Downloading Metadata until I rebuild the container, then it will start working. A standard reboot does not resolve. Any ideas what could be the issue? Nothing unusual in the logs.
