FamilyInstance.ByFace fails to recalculate normal correctly on update

What did you do?

Rand the attached graph on the attached Revit file, to place an instance of Family1 onto another instance of Family1, then modified the number slider to place the hosted family onto a different face.

What did you expect to see?

The previously created family instance moved to the new location with the correct orientation.

What did you see instead?

The family instance moves, but does not update the orientation.
