Add blurRadius support.

React Native now supports blurRadius prop for Image for both Android and iOS, but this library does not seem to. It would be super useful to have this 👍

This would be incredible... Just switched over from RN Image to FastImage. I love the performance but my UI depended on the blur for some things

I don't have the time at the moment but why not just steal facebooks implementation

I'm closing this PR which only works for iOS, if someone (possibly me) implements for Android I may re-open.
