Instead of adding the label, the person looking at this issues can bring it to the notice of the [triage team](https://rust-lang.zulipchat.com/#narrow/stream/242269-t-release.2Ftriage) or the respective teams and we can handle them...

I feel this is more due to the fact that finding the state of an issue and if any work is pending, is a difficult task for people to spot...
