Seal Guardian traits

Seal Guardians change traits between their first and second scenarios. Really every time you load a scenario, their traits get recreated. Shouldn't they keep the same traits each time you see them or is them re-randomizing considered a virtue?

I think they should keep the same traits. I'm willing to make that happen, but I wanted to ask if the current randomizing was intentional or accidental.
