case/no_case modifiers are missing

Maybe it makes sense to just expose the modifier function? Seems like a standard lifting procedure.

I don't want to expose the modifier function because it's quite unsafe (just consider modifier Re.group ...).

I'm not sure about case/no_case, because it will modify things under converters, which might expect specific cases.

Do you have examples where you really need case/no_case outside of a Tyre.regex ?
