Rename dolphin-state.py -> dolphin_state.py file to match README.md.

(Note: I chose to rename it to dolphin_state.py instead of changing the readme to use dolphin-state.py, because the other python files in this repo are following a convention of using underscores. dolphin-state.py with its hyphen was the odd one out.)
