Consistent display of number of active tabs

Is your feature request related to a problem? Please describe. I feel that the display of the number of (active) tabs in a group in the pop-up panel can be confusing.

• If you have 3 inactive tabs, "3" is shown.
• If you have 2 active and 1 inactive tab, "2/3" is shown.
• If you have 3 active tabs, "3/3" is shown.

Describe the solution you'd like

• If you have 3 inactive tabs, "0/3" is shown.
• If you have 2 active and 1 inactive tab, "2/3" is shown.
• If you have 3 active tabs, "3/3" is shown.
