[Feature Request] Additional Structure Generation & Meteor Control

Requesting the ability to either whitelist/blacklist structures and meteors by dimension, or pick what biomes the structures have a chance to generate in as well, including Duds, Landmines, etc for more robust mod control for packdevs.
